Finding Beauty in the Ugly End to the Arms Trade Treaty Conference: The Discursive Victory
Global Policy‘s Comment and Editorial section just posted my final commentary piece on the Arms Trade Treaty Diplomatic Conference in New York. The negotiations came to a frayed inconclusive end last Friday, stalled by skeptical states like China, Russia, Venezuela, North Korea and Cuba, joined by the United States. In my article, I tell the story of the final day of the conference and its aftermath, concluding that they did not win a new treaty, the civil society campaign won the ‘discursive victory’ — changing the conversation about the arms trade and establishing new norms against dealing weapons to human rights abusers.
